This paper is a commentary on a project application of telemedicine to alleviate primary health care problems in Lundazi district in the Eastern province of Zambia. The project dubbed 'The Virtual Doctor Project' will use hard body vehicles fitted with satellite communication devices and modern medical equipment to deliver primary health care services to some of the neediest areas of the country. The relevance and importance of the project lies in the fact that these areas are hard-to-reach due to rugged (...) natural terrain and have very limited telecommunications infrastructure. The lack of these and other basic services makes it difficult for medical personnel to settle in these areas, which leads to an acute shortage of medical personnel. We comment on this problem and how it is addressed by 'The Virtual Doctor Project', emphasizing that while the telemedicine concept is not new in sub-Saharan Africa, the combination of mobility and connectivity to service a number of villages 'on the go' is an important variation in the shift back to the 1978 Alma Ata principles of the United Nations World Health Organization [WHO].This overview of the Virtual Doctor Project in Zambia provides insight into both the potential for ICT, and the problems and limitations that any "real-world" articulation of this technology must confront. Anthropologists have long explained social behaviour as if people always do what they think is best. But what if most of these explanations only work because they are premised upon ignoring what philosophers call 'akrasia' - that is, the possibility that people might act against their better judgment? Advances in technology are bringing greater insight into the mind, raising a host of privacy concerns. However, the basic psychological mechanisms underlying the perception of privacy violations are poorly understood. Here, we explore the relation between the perception of privacy violations and access to information related to one’s “self.” In two studies using demographically diverse samples, we find that privacy violations resulting from various monitoring technologies are mediated by the extent to which the monitoring is thought to provide access to (...) self-relevant information, and generally neuromonitoring did not rate among the more invasive monitoring types. However, brain monitoring was judged to be more of a privacy violation when described as providing access to self-relevant information than when no such access was possible, and control participants did not judge the invasiveness of neuromonitoring any differently than those told it provided no access to self-relevant information. Bayesians take “definite” or “single-case” probabilities to be basic. Definite probabilities attach to closed formulas or propositions. We write them here using small caps: PROB(P) and PROB(P/Q). Most objective probability theories begin instead with “indefinite” or “general” probabilities (sometimes called “statistical probabilities”). Indefinite probabilities attach to open formulas or propositions. We write indefinite probabilities using lower case “prob” and free variables: prob(Bx/Ax). The indefinite probability of an A being a B is not about any particular A, but rather about the (...) property of being an A. In this respect, its logical form is the same as that of relative frequencies. For instance, we might talk about the probability of a human baby being female. That probability is about human babies in general — not about individuals. If we examine a baby and determine conclusively that she is female, then the definite probability of her being female is 1, but that does not alter the indefinite probability of human babies in general being female. Most objective approaches to probability tie probabilities to relative frequencies in some way, and the resulting probabilities have the same logical form as the relative frequencies. That is, they are indefinite probabilities. The simplest theories identify indefinite probabilities with relative frequencies.3 It is often objected that such “finite frequency theories” are inadequate because our probability judgments often diverge from relative frequencies. For example, we can talk about a coin being fair (and so the indefinite probability of a flip landing heads is 0.5) even when it is flipped only once and then destroyed (in which case the relative frequency is either 1 or 0). For understanding such indefinite probabilities, it has been suggested that we need a notion of probability that talks about possible instances of properties as well as actual instances.. (shrink)

Nietzsche's background is well known, while Rée's life has received only slight attention from scholars. Although he did not self-identify as Jewish, Rée was born into a wealthy Jewish family, which afforded him the luxury of attending several different German universities. After studying law, psychology, and physiology, he finally settled on philosophy. By the time Rée met Nietzsche, he had already defended a dissertation on Aristotle's ethics and published his first book, Psychological Observations, in 1875.Throughout the book, Small subtly fuses the personal with the philosophical without weakening the philosophical substance of Nietzsche's or Rée's ideas. In explaining Rée's influence on Nietzsche during the seven years of their friendship, Small accomplishes several objectives.First and foremost, Small illuminates the development of Nietzsche's thought from 1875 until 1882. It was during these years that Nietzsche published Human, All Too Human (1878; the first supplement to the book was published in 1879 and the second in 1880), Daybreak (1881), and The Gay Science (1882). More importantly, Small demonstrates the nexus between these works and Rée's Psychological Observations (1875) and The Origin of Moral Sensations.During the winter of 1876–77, Nietzsche and Rée lived together. At this time Nietzsche began writing Human, All Too Human, while Rée wrote The Origin of Moral Sensations. Nietzsche turned to Rée's Psychological Observations for headings for his own Human, All Too Human. Thus, "'On Religious Things' became 'The Religious Life,' while 'On Woman, Love and Marriage' became 'Woman and Child'" (28). b>. Computational models of colour vision assume that the biological function of colour vision is to detect surface reflectance. Some philosophers invoke these models as a basis for 'externalism' about perceptual content (content is distal) and 'objectivism' about colour (colour is surface reflectance). In an earlier article (Thompson et al. 1992), I criticized the 'computational objectivist' position on the basis of comparative colour vision: There are fundmental differences among the colour vision of animals and these differences do not converge on (...) the detection of any single type of environmental property. David R. Hilbert (1992) has recently defended computational objectivism against my 'comparative argument;' his arguments are based on the externalist approach to perceptual content originally developed by Mohan Matthen (1988) and on the computationally inspired theory of the evolutionary basis for trichromacy developed by Roger N. Shepard (1990). The present article provides a reply to Hilbert with extensive criticism of both Matthen's and Shepard's theories. I argue that the biological function of colour vision is not to detect surface reflectance, but to provide a set of perceptual categories that can apply to objects in a stable way in a variety of conditions. Comparative research indicates that both the perceptual categories and the distal stimuli will differ according to the animal and its visual ecology; therefore externalism and objectivism must be rejected. We show that there is a limit lemma for enumeration reducibility to 0 e ', analogous to the Shoenfield Limit Lemma in the Turing degrees, which relativises for total enumeration degrees. Using this and `good approximations' we prove a jump inversion result: for any set W with a good approximation and any set X< e W such that W≤ e X' there is a set A such that X≤ e A< e W and A'=W'. The aim of this paper is to develop an adequate version of the D-N theory of explanation for particular events and to show how the resulting D-N model can be used as a tool in articulating a regularity theory of causation and an analysis of the truth conditions for counterfactual conditionals. Starting with a basic model that is largely the product of other workers in this field, two new restrictions are formulated in order to construct a version of D-N explanation (...) that does not yield the counterintuitive results that have plagued all earlier versions. An additional condition is then developed that is indispensable for utilizing the D-N model as a tool in formulating a regularity theory of causation. Finally, it is shown how a suitable model of potential D-N explanation facilitates the formulation of a theory of counterfactual conditionals. (shrink)

This paper presents an argument for the claim that historical events are unique in a nontrivial sense which entails the inapplicability of the Hempelian D-N model to historical explanations. Some previous criticisms of Hempel are shown to be general criticisms of the D-N model which can be outflanked in cases where a reduction to fundamental laws is available. I then survey grounds for denying that explanations by reasons can be effectively reduced to causal explanations, and for rejecting methodological individualism. This is a translation of the obituary that Nicolai Hartmann wrote for his colleague and friend, Max Scheler, after the latter's premature death in 1928. In this eulogy, after emphasizing the unfortunate incompleteness of Scheler's lifework, his keeping abreast with the development of the various sciences, his power of intuition, and the fact that he was a philosopher of life without for that matter having a Lebensphilosophie, Hartmann chronologically recapitulates Scheler's life achievements, beginning with his career in Jena, his (...) interest for ethical principles, his relation to the phenomenological movement in Munich, his theory of values, wartime in Berlin, his work on the sociology of knowledge, he gives us glimpses into Scheler's unwritten and still fluctuating metaphysical views, his ever-growing interest in ontological questions, which was guided by his continued interest in the problem of man, his power of relearning, and the apparent contradictions in his thought, which, Hartmann says, was primarily the thought of a "problemthinker." It is shown that the nonlocal anomalous effective actions corresponding to the quantum breaking of the conformal symmetry can lead to observable modifications of Einstein’s equations. The fact that Einstein’s general relativity is in perfect agreement with all observations including cosmological or recently observed gravitational waves imposes strong restrictions on the field content of possible extensions of Einstein’s theory: all viable theories should have vanishing conformal anomalies. In particular, however, it is his educational writings that over the years have attracted international attention-from the USA in the west to Japan in the east. In recognition of his influence the European Union called its adult education project 'the Grudtvig programme'.
